I loaded the plans and acrobat reader but the plans just will not open plaese help.

The plans are very involved, and therefore it's a large file. If you're using dialup, the download may lag, so you may need to try a faster connection. Also, try just saving the file to your computer instead of opening in the web browser. If you contact the organization sponsoring this program, they can probably assisst you in getting the plans open.
